MANILA — Tianwu Ye, a Chinese national who was detained for more than 15 months on espionage suspicion before being cleared, has filed multiple legal complaints against National Bureau of Investigation (NBI) personnel who handled his case.
Ye was one of six Chinese nationals arrested on March 27, 2025, when NBI operatives alleged they had taken unauthorized photographs of Philippine and U.S. naval vessels. Following a thorough investigation, the charges were dropped and all six detainees were formally cleared. Ye had been held at the New Bilibid Prisons NBI facility for over 15 months without conviction.
After his release, Ye launched three separate complaints. He filed a disbarment complaint with the Supreme Court against NBI agents who are registered with the Philippine Bar, alleging violations of legal ethics. He also submitted an administrative complaint to the Professional Regulation Commission against licensed professional NBI personnel involved in the case, accusing them of violating professional regulatory laws and ethical codes.
In addition, Ye lodged administrative and criminal complaints with the Office of the Ombudsman against involved NBI officers. The complaints allege grave misconduct, grave abuse of authority, oppression, conduct prejudicial to the best interest of public service, falsification of public documents, direct bribery, grave coercion, violations of the Anti-Graft and Corrupt Practices Act, obstruction of justice, and breaches of the Anti-Torture Act.
Ye is seeking a full investigation, formal prosecution of the respondents, and appropriate sanctions, including disbarment, dismissal from public office, and criminal liability. His legal team said the complaints are intended to expose the systemic abuse of power and unlawful prolonged detention their client endured៕ រក្សាសិទ្ធដោយ៖សុទ្ធលី
